Job Summary

The Procurement Manager will be responsible for developing and leading the key purchase, rental and lease functions of the company to obtain essential supplies and services. Develops and maintains strategic supplier and vendor relationships, negotiates contracts and terms, executes commercial agreements and ensures proper fielding and delivery of items and services. Collaborates with operations and financial managers to define current and future inventory requirements and manage inventory levels. Designs processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Incorporates auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. The Manager will also be responsible for developing strategic plans to improve productivity, quality, and efficiency of the XRI’s supply chain operations, and will be directly tasked with developing short term and long-term budgets to ensure efficient working capital management and timely supply of goods.

The essential duties and responsibilities include, but are not limited to:

  • Identify, develop and manage key supplier and vendor relationships 
  • Procure essential materials, parts and services within budget, and ensure timely delivery, product quality, and proper asset tracking 
  • Work closely with engineering and construction teams to support sourcing for key infrastructure projects when applicable 
  • Manage purchase order processes to meet company and supplier requirements
  • Assess and monitor supplier quality and key performance indicators 
  • Responsible for the on-site assessment of supplier capabilities and readiness
  • Orchestrate the supplier performance evaluation process, determining and taking corrective action, as results require 
  • Own and manage any processes related to requests for quotes and proposals; recommend and implement process improvements as necessary 
  • Coordinate with the finance team to develop and implement short term and long-term budgets; work closely with finance to develop, report and evaluate KPIs and variances to budget 
  • Develop and manage company-wide strategic sourcing, cost saving, cost avoidance, and value enhancement initiatives associated with long term agreements 
  • Determine gaps and opportunities for training, resources, and tools for the purchasing team 
  • Track authorizations, correspondence, revisions, and contractual deadlines 
  • Develop and maintain detailed and organized contract files, including all correspondences, changes, amendments, clarifications, and schedules related to key vendors and suppliers

  • Effectively coordinate and communicate internally across Company’s operating sectors and practices

Qualifications

  • BS or MS in supply chain or other analytical, technical or business function
  • 5+ years of relevant experience 
  • Ability to lead and implement processes in a growth company environment
  • Experience in the oil and gas industry preferred.  Experience in construction, industrial services, or similar businesses also acceptable 
  • Qualifications related to business process optimization, such as Lean Six Sigma or similar programs
  • Strong communication skills and the ability to effectively negotiate strategic agreements with relevant suppliers and vendors 
  • Proven capability of supplier development and management 
  • Significant operational improvement abilities 
  • Ability to evaluate, negotiate, and develop legally binding agreements 
  • Strong computer skills, proficiency in MS Excel and Word and major brand MRP/ERP systems (NetSuite experience preferred)
  • Demonstrated experience developing processes and procedures with operation personnel to continuously improve productivity 
  • Possess strong, high-level analytical, organizational, communication and facilitation skills along with the ability to positively influence others 
  • Demonstrated ability to collaborate and establish consensus within a group or team environment 
  • Ability to establish and build relationships across all levels and functions of the organization required
